RFP
The Nevada State Purchasing Division, on behalf of the Nevada Department of Human Services/Director’s Office, is seeking proposals for comprehensive case management and Medications for Opioid Use Disorder (MOUD) services for individuals incarcerated in Nevada county jails.
The contract aims to support a treatment program that begins with screening upon entry and ends with a seamless transition to community care, addressing health equity and cultural barriers in treatment.
Work Details
The vendor will provide the following services:
1. Needs and Workflow Identification, Coordination, and Review: Assess current jail organizational context, existing policies, workforce capacity, and determine the best program model for MOUD delivery.
2. Early Assessment: Conduct Behavioral Health Biopsychosocial Assessments within two working days of referral using validated tools.
3. Intake Services: Continue MOUD for individuals already on medication upon entry; screen all newly admitted individuals for opioid withdrawal risk; educate individuals on treatment choices.
4. Treatment Delivery: Administer methadone and buprenorphine as per established protocols; offer counseling services; develop individualized treatment plans.
5. Case Management Services: Provide intensive case management promoting independence through assessment and coordination of services; develop collaborative case plans that follow clients into the community post-release.
6. Linkages to Care: Connect patients to health insurance coverage, coordinate care with community providers, and ensure continuity of care upon release.
7. Data Monitoring and Evaluation: Collect demographic data, monitor treatment outcomes, and submit quarterly reports detailing program metrics.
Period of Performance
The contract term is expected to be four years from the date of Board of Examiners approval until May 31, 2030, with a possibility of one extension if agreed upon by all parties.
Place of Performance
Services will be performed in various county jails across Nevada including Esmeralda County, Lander County, Lincoln County, Churchill County, Douglas County, Lyon County, Nye County, Storey County, Elko County, Humboldt County, Carson City, Mineral County, White Pine County, Pershing County as well as police departments in Henderson City, Las Vegas City Detention and Enforcement, Mesquite City Police Department and North Las Vegas Police Department.
Bidder Requirements
Bidders must demonstrate documented experience providing direct services to marginalized populations; employ at least one licensed provider who can prescribe MOUD; have institutional knowledge working in jails; experience with government agencies; adequate administrative infrastructure for billing; ability to participate in quality improvement meetings; and must have policies for crisis intervention and suicide prevention.
